In order to encourage and cultivate the primary-level charity and commonweal civil organizations, to regulate its behavior legally, to realize its influence on ensuring people’s livelihood and enhancing social harmony as well, Jining Municipal Civil Affairs Bureau institutes “suggestions on strengthening the construction of the primary-level charity organizations and standardization of the management” recently. And Jining municipality, adhering the principles of categorizations and differences and insisting on cultivation and surveillance at the same time, eliminate some restrains with propriety, simplifies the procedure of registration and putting on records, clarifies the main-body qualification and legal status of the primary-level charity organizations so that the work of registration and management could be finished on time at the beginning of the foundation of the primary-level charity organizations.
Combining registrations with putting on records. The primary-level charity organizations that meet requirements (namely, standard title and framework, workers, a fixed location, competence for civil responsibility, the minimum registration capital and the consent of administrative department) of registration should be corporate body after registration in terms of their characters and categories, which can start its legal activities. And those which don’t conform to the requirement of registration are put on records mainly and being integrated in standard management at county-level departments of civil affairs without charges or annual inspection according to the system of “one-level registration (putting on records), three-level management” till they meet the requirements of registration.
Combining eliminating some restrains with standardizing the management. It is important to explore and implement the three-level management model namely, county-level, town-level as well as village-level (community-level), conforming to the characteristic of primary-level organizations, to innovate in management system, to low the threshold and simplify the procedure so as to convenience procedure of registration and putting on records. The minimum registration capital of county-level charity society groups and non-government organizations is no less than 30,000 RMB. And there is no capital limits of village-level (community-level) non-government organizations. Meanwhile, supervision and management of primary-level charity organizations should be reinforced in order to facilitate the standardized construction of seven-have, namely, organization, workers, location, system, files, activities, fund, and to urge them to start relief activities in terms of regulations and receive annual inspection, to guide them to establishing self-disciplined and publicity mechanism and to enhance society credibility. And illegal activities of illegal charity organizations, such as making profit, fraud, appropriation of charity property in the name of charity should be severely punished and banned in order to maintain the legal rights of charity organizations.
Combining focusing on key points with cultivating and disseminating advanced models. Charity organizations and charity mutual aid (fund) promotion associations that play a leading role should be registered or put on records with priority according to the requirements of strengthening charity service functions. And it is necessary to learn the development of primary-level charity organizations, to sum up experience in time and to cultivate a bunch of advanced models that have standard organizations, obvious functions and profound influence in counties (districts), towns (streets) and villages (communities).
